Canatxx LNG safety questions

If recent reports recommend that a facility such as this LNG regasification plant is not sited near a residential area such as in Amlwch Port, what in the "Preliminary Risk Assessment" deals with this statement, considering the proximity of housing and the schools in the Amlwch area?

Why is it considered safe in this instance, given the potential for spillage from the landing dock and even explosions which would impact the council estate outside the Octel works?

We need to know the answers to these issues.
